Was buying a new car, which need address verification/domicile (exact name not known) certificate from municipal corporation.
Was not having electricity bill on my name, since it was under process of name change (I brought a re-sale flat earlier month)
Have been asked to pay 2000 to the concern 'Babu' - govt official for the certificate
