Asked to pay bribe to issue fitness/passing certificate for NEW private Goods vehicle.

My brother bought a new SML pickup and after installing the number plate and reflector stickers went to the RTO for issuing the necessary certificate. He was told by the inspector to pay a bribe to issue the same. Ridiculous even for a new vehicle?? Unbelievable, but I guess this is how they function..
