I came to know of this racket after I paid to a auto dealer a lumpsum payment to buy a scooty in Oct 2010. I was given a on road rpice and I paid full amount by cheque. I was not told that on road proce included some amount to paid to RTO offcials. DO YOU KNWO EACH TIME YOU BUY A VEHICLE (CAR OR BIKE) DEALER COLLECTS FEW HUNDRED RS FOR WHICH YOU DO NOT GET A TAX RECEIPT. THAT IS SAID TO BE A SERVICE FEE BY DEALEDR BUT THAT IS ACTUALLY BRIBE AMOUNT FOR RTO OFFICE TO REGOSTER A VEHICLE. Everyone who bought a vehicle has paid this bribe even without knwoing it. Same is true in case of property registration office.
I have been arguing and fighting with auto dealer to provide me a receipt for all the amount I paid to them, IN the end he provided a receipt but that is not a tax receipt. He gave me a receipt for Rs 576 as service charges. But to my knowledge nobody can collcet any srvice charge without service tax registration.
Can I file an RTI to know whther a service tax was paid? Where to file? Will this be exposed ever that crores of Rs is collected by RTO for just signing new vehicle registation papers and majority of citizens do not know about it. Auto delaers are the brokers for *******
