Avoid licence fees of metal cutting by paying a small bribe

There is a very odd licence required if you are required to cut metal by gas welding or even grinder in your establishment. The fees of this licence is Rs.12000/-. Instead I pay bribe of Rs.2000/- every hyear for last 6 years to this department. They come on their own to collect the bribe and then never harass me for the entire year. If I go on to officially pay the licence fees, I would be harrased by regular checks and hamper my work for not using the tools as prescribed in rules book, safety appliances not being used etc. etc.
