BDA Site measurement shortage

Hi,
I have been alloted BDA site in M Vishveshvarayya Layout. My neighbour (he is also allotee of BDA site) build big compound encroaching 1.5-1.75 feet into my site.
I gave application at BDA main office. Paid Rs. 200 to move the application to thier Vijaya nagar office.
I met JE Vijaynagar office & told about my problem. He said once BDA issues Khata its responsibility ends there I should take up issue with civil courts. I know they can take measurements & give me in writing about actual measurement based on which I can go for legal action. He demanded about 3500 ( I dont re-collect exact amount). I Paid about 2000 Rs. Since I work for IT company & I was asked to go an international assignment, I was not able contact anybody & get my work done. Now I have returned for good. I would like take up the issue again & I would go to lokayuka if BDA does not co-operate.
