BESCOM officials said they will not entertain my file without middle men

I wanted a temporary connection under Tatkal service and I did a lot of research on my self and tried to fill this online on BESCOM portal. It was not accepting the form as I was getting the system busy message for one week (no one looked at it even after repeated complaints on their number).
Finally got that area AEE number who asked to contact one lady in their office. She clearly said come through them if you want your file to be moved quickly, otherwise it will take 2 months for the connection.
These middle person quoted 100% more charges compare to normal charges enlisted on BESCOM website and gave a receipt for just 50% of the money I have paid.
I tried my level best to avoid this, but the lesson learnt is "You can't be part of the society which is not into corruption".
I wish somebody might have read my letters/emails I have written to various government agencies about this.
