Beware of traffic cops near signal ! (keep Rs-50 change)

It was 8.30 near brigade road signal. Signal was green and traffic was moving very slow.I have crossed the zebra crossing and was middle of no where, suddenly other side signal turn green and auto before me was stand still (due to jam ahead). And the moment i reached other side two cops were waiting to welcome me (off course not as part of duty) .Best part was they didn't stop the auto fellow.********** be he would have negotiated with Rs 20.
They snatch my key,as if i have crossed the international border.Then they asked for paper (again not for sincerity) ,because if they find some paper/license missing. Then they can bet for more bribe.Fortunately all papers were okay. Hence forth negotiation started to bribe, and ended up with Rs.100 .
I do not know whom to blame?
These cops know, where the traffic will be dead slow and where they can catch offender.Specially in office hour, when you don't have time for argument.
I am not proud to speak about it. But this is a true story and i am sure most of people in Bangalore has faced it.
