Bike Got picked twice, RTO did it

I am a resident of Kalyan, Thane taluka, Twice within a week, my bike got taken over by RTO officials and they clearly asked for bribe, otherwise the bike will be ceased.
1. First incident took place, I went to police station for my passport verification, and just outside of the police station they picked up my bike, many bikes were parked, they picked up all, I am sure every one would not have guts to report, I paid 300 Rs. first time, and the officer spoke to me very rudely, this RTO is situated near to Mahatma Phule Police Station, and this comes under Babar Saheb.
2. This was very much surprise for me, I parked my bike outside of the Metro mall in kalyan on 12th of November at nearly 4 in the evening, to my surprise when I came back, the bike was picked up by the same RTO office, I agree that was not a parking zone, however, there were many bikes, in some of the bikes, at the back side, it was written Police, or some it was written, Shivsena, and in some it was Navnirman sena, that bikes were never picked, on my bike it was blanked, so that got picked up, now when I reached there to pick my bike, and told the officer that, you picked only bike and many bikes, where police or MNS or Shivsena is written that bikes were not picked up, so he answered me, may be the police officer came here for some work and parked here, My question is IS THE LAW DIFFERENT FOR POLICE AND ITS DIFFERENT FOR GENERAL PUBLIC, WHY, while telling him this he waived my 100 Rs., then too he demanded for 200 Rs, under same chowki, Babar Saheb, please report it.
