Birth ceritificate for green card

My father went to the municipal office for my birth certificate as I needed for apply permanent residency. It seems they have asked my father why we needed the ceritificate and my father, who doesn't lie, told the reason and they hopped on the opportunity and have asked for Rs10000. As I couldn't wait longer I asked my father to just do whatever is required to get the certificate and my dad paid Rs8000 for my birth certificate.
