Bogus rule to pocket some money

A Traffic policeman. The official rule says speed limit is 80. Crossing that means you are fined, with an official receipt. It was raining, I was on a bike, and he decided to make a quick buck. I was doing ~ 60kmph. Refused to give me a receipt of any sort, refused to return my license, refused to return my bike keys and essentially said there is no way I can leave until I paid him the "fine" for no crime committed. I didn't have the money so he made me walk in the rain to the nearest ATM, about half a km away, while he sat there waiting comfortably in the jeep. I came back, drenched to the bone, paid the Rs 300 and got my stuff back. But only after having to listen to his big lecture, while in the rain, about how cops are treated unfair and how their wages are low and how they cannot survive, and that I should not ever think bad about what he did. He said his only real income source is in the dozens of people like me who pay him this way for his "services"... I have since been trying to find a way to get justice but always hitting a wall. there seems to be no way at all to complain against police. I know his name (NM P) and the police station he is attached to. I have tried everything and there has simply been no way to get justice or stop him. In retrospect, I should have called the crime cops. But the rain diminished my thinking and I just wanted to leave to find a shelter. I doubt the crime cops would have been any better but I am guessing that may have at least shaken him up a bit.
