Bought Flat, Gave Bribe though builders agent

I bought a Flat in Pune. After negotiations, the builder himself gave us contact for his agent. This agent asked for Rs 5000 for smooth processing. He said they will be given to govt officers till top(not just ppl sitting in this office). Everyone gets fixed percentage. Rates are fixed. No negotiations.
