The last time, i remembered to pay a kind of bribe was in Sept. 2011. It was in Tawang Juciciary office and I was in need of Judicial paper to confirm my identity. And that paper is taken to local military office to get an entry permit to visit border region of Tawang, which is border to Tibet (China). On that day, a number of people were there, and even a tourist, the paper is prepared by Hindi speaking Indian official and signed by local CO (Circle officer). That officer is asking Rs. 30.00 for every paper, where he is issuing 2 papers but, he doesnot issue any reciept. So, on the day he is collecting these amount from atleast 10 or 20 person and may be from 100 during the 1st Oct., when Chinese military host its foundation day on the otherside of the border. On day that, I paid Rs. 100 and a cheap local small time politician paid Rs. 500 infront of other applicants. That too as saying, 'lo, Apka chai pani keliye'. Local people missed other side of the border, because, the present border was inexist since only 1962. They wished to have a glimpse...
