Bribe for 32 inch LCD TV carrying from Malaysia

• Customs Check and Clearance
• Paid INR 2,000

I was carrying a 32 inch LCD TV from Malaysia which costed me below 18,000 rupees in MY and it falls well under customs limit. I have all the relevant bills and the customs officer said I need to pay 3500 rupees as the cost of TV in India is 35000 and if I am exempted 25000, 38% of 10000 comes to around 3500. I am not sure of these rules as the information in official customs website never mentions that they check the India prices. I was about to give them this amount with relevant receipts but they said I can just pay 2000. I paid this amount as bribe and ofcourse without a receipt.
