Bribe for adding my name and change of my mother's name

I was forced to pay bribe to the municipal health inspector for adding my name and also for change of my name. I went through all the procedures required for it.

They delayed the issue of the birth certificate for finding it and converting it into digital one. They never sit in their office tables. Always in tea shops and take all the people to shop for getting bribe. If they told me the procedures in the start I might have giving the documents and got my birth certificate earlier.

There are also some mediators for getting the things done. They get some extra bribe and make further more delays.

They also have a banner stating that "bribe should not be paid". But still no cares for that and still forcing to pay the bribe.

The main thing is I paid the bribe for doing his work in a slow manner.
