Bribe for approval of house plan

I was planning to build a house in my site. i got house plan ready from a reputed engineer in compliance with all BBMP rules/regulations (like leaving 3 foot on either side of the house and so on). when i submitted this plan to bbmp office, i had to pay 11k (10k while submitting the application and 1k while collecting the approved plan back) to the engineer. since i wasnt too interested in paying the bribe he asked me for few changes in the application (like providing additional copies, etc) which were meant to harass me.
