Bribe asked for filing FIR

My friend lost his wallet and we went to lodge a complaint in Indirapuram Thana and they convinced us to give 256/- as affidavit required to lodge FIR, it was 9:30 in the night and we didn't knew the procedure so gave this amount thinking of it as affidavit cost. There was also a man who took Rs. 20/- for dictating the application.
Initially he was asking for 300/- to get this all done quickly and said that if you don't want you can go and prepare an affidavit by yourself, he was doing all this blatantly in front of a policeman who even asked "whether affidavit is necessary to lodge FIR".
