Bribe asked for Registration of House Property

I purchased an apartment in in Thindlu, Vidyaranyapura, Bangalore. The builder and the registration department of Bytarayanapura openly asked for paying Rs. 15000 bribe for the registration of the apartment property. This is totally OPEN. The people in the registration department are adamant and rude to talk anything else other than the bribe. Thats the only language they understand.
I had to pay the bribe to get the property registered, so has every other person in the apartment, who has purchased. The builders MD is also fully involved in this. He refused to even take the papers to the registration department.
This is not the end. There is "Khata Transfer" for which he has asked Rs 8000 from each apartment owner. I should report this also as a separate incident.
I am furious about this payment, but nothing is in our control. Hope you guys can make some difference and stop this rampant extortion very much prevalent in our society and country. Police is a joke in our country, so complaining is useless, because they are just the puppets of govt. people.
