Bribe for Broadband Activation

I applied for BSNL broadband. It was approved immediately and within 2 days the handset and router were brought and connected. But, there was no line (the line man decided not to connect it to the exchange). After repeated calls for a week and assurance to pay him some money he turned up and enabled the internet. He demanded Rs 100 more which I said I will pay him later. He went back and disabled Internet. Now I am at his mercy to get my internet connection enabled after waiting for a month.
