Bribe for a certificate
I had to get a "no card certificate' from the Taluk Supply Officer as I have not applied for my ration card in this place after I shifted here an year ago. I had to get a 'no card certificate' to apply for cooking gas connection. As I went to the concerned officer, she took nearly 10 mins to accept the application, and then a series of questions followed. I explained to her that I had a ration card in my home town and now got a 'surrender certificate' which I am submitting for my new ration card in Kotagiri. As election is declared they asked me to submit application for ration card after April 14th. As I have urgent need for cooking gas connection, I need this "no card certificate". She reluctantly took the application and just kept it on the table. I had to stand there and wait till she finished her casual talks with the other staff.. she leisurely took over 20 mins with me standing there and watching like an idiot, before she handed over the paper to her subordinate. he then made some entries on paper and asked me to come after couple of hours. I went there in the afternoon and got my 'no card certificate' and came out to the parking area.
This man, who was the clerk followed me all the way, scratching his head, said " sir, you have not 'considered' us!" I asked him, what is the matter..
he said " give something because madam usually does not give such certificate so quickly". I told him I am not having any money now.. so I shall come back later.
After another hour, I was at home and had a call on my mobile. This man was on the other side.. asked me " sir, when are you going to give the money, madam asked" I was shocked. His tone was like I owe them some money I have borrowed.. I told him, I will come and pay the next day.. I went there next morning..
met this man.. he took me to the next floor which is a vacant area. He said, if you don't keep 'madam' happy, she can delay your application for "ration card" so better make her "happy".
I gave him Rs. 100 and walked away....
I just don't want such people sabotage my plans to get a ration card in this new place. This is a nexus which is common in all offices.. public do not have a chance to get things done unless we keep them 'happy' with bribes! its a shame!!
