Bribe to Chief Engineer Despite being the lowest Tenderer

My firm had fulfilled all the qualifying criteria for a tender and we were the lowest. There was no reason why the work was not awarded to us. The Chief Engineer threatened to CANCEL the tender unless he was bribed.He delayed the award and started correspondence without apparent rationale. Finally we paid and won the contract.
