Bribe demanded for Passport verification

The person demanded money, reason is: every police demanding.
My father paid it without even resisting (he is afraid that I may not get my passport if he doesn't give the money that police had demanded).Also, according to him all are paying it and he was no exception for that. So that is not a crime at all.
Attitude of people should change. Both of the person demanding and of the person who is giving it.
