Bribe demanded by Police and CID for new Passport verification

On 11-Aug-2011 Rs. 1000 was demanded by a constable from Harbansh Mohal Police Station who visited my home for verification. It was for fresh Passport of my mother. Constable told that this amount is to be paid for moving forward the application otherwise the application will stay unmoved at Police Station.
After much negotiation he agreed for Rs. 800 which my mother paid to him.
Next on 14-Aug-2011 Rs. 500 was demanded by an officer from Cantonment Investigation Office who visited my home for verification of my mother. Officer told that this amount is to be paid for moving forward the application otherwise the application will get delayed for petty reasons.
He was not ready to reduce amount of Rs. 500 and my mother had to pay it.
