Bribe to file an FIR for stolen item

I went to the kanker-khera police station and submitted the application for an FIR to be filed. the official straight away asked for 200 rs as a charge for getting a supporting affidavit made. i asked the whole format n came-up with the said affidavit the next day.
on seeing the affidavit, the person was surprised that actually someone has come with an affidavit, as usually people pay those charges n go off
then he told me very clearly , "********** sahab dekho suvidha-shulk h 200 rupai ka to, aap ye bnwa k le aaye accha kia, pr shulk to lagega he"

the chief officer there tried to save his comment when i reached to him n he said "dekh lijiye,dusre room mei wo btaege apko kaise kya ********** hai, i m dealing a serious matter here"

left with no other option, i had to pay those 200 rs
