Bribe for filing FIR

First i congratulate Mr.Raghu for taking this initiative.While reading news i got to know about this site and I am happy to see a site like this.I had a very bad experience with Police which happened more than 3 years back.I parked my bike with side lock locked in my house compound at night,the next day morning i found my bike missing from that place and i went to police station to give complaint. I was abused by the police that you people will drink and park the bike without locking and then will complain us that the bike is stolen.they asked me to give a written complaint and go, we will register the case after two or three days but it took 3 months to register the FIR that too by paying a bribe of Rs 500.after filing the FIR i waited for 3 months to apply for insurance claim.for that also i should get the certificate from the station stating that the vehicle was not found.as it got late to get the FIR copy and the not found letter the insurance claim from the insurance company was reduced by 20% as depreciation.I was working in field as i have to travel whole day in two wheeler to ********** my customers i thought of getting the insurance claim as soon as possible to purchase a new vehicle for my job.I had taken the bike on loan from ICICI bank.when i lost the bike i informed the bank about the bike theft and they told me that i have to pay the EMI amount till i get the insurance claim.the insurance company will pay the claims to the bank and the bank will return back the excess amount and i got that also.But it was too late for me.if the FIR got filed on the first day i would have got the claim in 3 to 5 mins.I was new to bangalore at that time and i didn't had that much knowledge about all these things.Thanks Mr.Raghu for taking such initiative.Also advice if a police inspector is refusing to file FIR immediately what has to be done next?Where can we go to get register the FIR? How to prove that the officer is not willing to register the FIR to his senior?
