Bribe for Domicile certificate (Mumbai)

I was done with my +2 from CBSE board, with good grades. I was expecting admission in Computer Engg. In Mumbai University, for admission purpose, Domicile certificate is mandatory.
I had no clue to where I could get that, I had only 2 days to anyhow make a domicile certificate, I was told by some document verification officers that I won't be eligible for admission without that.
I was really pissed off with that process. Finally I got to know an agent who promised to help me with that. He firmly asked for 50k just for a domicile certificate. I almost cried that night by thought that I won't be able to get into Engg. After so much of bargain, finally he agreed in 21k which was still a big amount for a middle class family like mine.

After months when I made good contacts in Mumbai, I Got to know how fool I was to bribe for something that could be done as cheap as 500 Rs. I accept that it was due to lack of my knowledge that I committed such a huge blunder. I would be cautious now onwards,
I still regret that moment when I was helpless and had to pay such a big amount just for a domicile certificate. Had the officer there informed of its terms & conditions I could have saved such a huge amount and got through a cheap legal process.

I appeal the agents all over Mumbai, to help needy people instead of looting them in the name of bribe & gifts.
