Bribe for getting marriage Certificate

We approached to Vurthur sub-registrar office for registering our marriage on Saturday 19th Mar 2016 at 1pm. A person by name of Nanjunsha guided us with the procedure and to get all the required documents it took 3-4 hours. At 5pm, when our marriage certificate was ready, Nanjunsha called us outside the office and asked for Rs. 2500 to issue a certificate copies. We confronted but he said minimum charge for such document is Rs. 1200 which goes to all people in that office. Me & my wife were very reluctant to pay bribe but we were in hurry to reach home as our kids were alone at home. We negotiated & paid Rs. 1000 and got the certificates. We are feeling guilty now but were clueless where to approach & complaint about this. All people in that office that day paid money to getting their certificates too. If you don't pay, these people trouble you with list of deficient documents. Government officials should do something to stop this immediately.
