Bribe for passport police verification

During the passport police verification, the police officer came to my home. I was told that my file won't go ahead till i pay Rs 1000. As an additional explanation to the amount, he told us that it used be Rs 500 earlier but now there are 2 levels of verification so the 'fee' has been doubled.
