Bribe to get a faulty meter replaced and incorrect bill 'adjusted'

Normal consumption per month in winters in our house is around Rs. 1000. It was shocking to get a bill of around Rs. 25000. All because of a 'burnt; meter. And this was the start of our problems. Needed to chase he babus, engineers, saheb's and listen to all kind of nonsense and put up to all that "attitude". It took a collective payout of 10,000 to get things sorted out. What option did we have other than to put up with huge bills each month or live without electricity?
