Bribe to get an FIR

I lost my phone. To block my sim and get a new one with the same number i needed an FIR. when i approached the Police station to report my ordeal. they asked me to pay 50 Rs and also asked me buy a pack of cigerrates for them. I was a student living away from home. Those Rs 50 were so dear to me at that time.
