Bribe to get your flat registered....

Hi paid bribe of Rs. 10,000 just to get my flat registered. Is this a normal practice in BLR? I called up the builder to check what this amount in cash was for since I was not available to do the registration and they straight away told me that this is the bribe we had to pay to the registrar. I really dont know what to say and I really wish I could do any possible thing to stop this non-sense. I know its easier to say things but somebody just told me that this is just the starting point. You have to pay to even get your electric meter. When the person comes to fix it you have to bribe him else he will not put the meter.....
I dont know what to say here..... But I definitely dont want to be one of those people who says the system is like that and just go with the flow.
