Bribe for Getting Driving License

After purchasing Car, i tried for getting license. I got to know that without agent it would not be possible. So i contacted a agent in Alwar City (Rajasthan) and he told me that you will get DL charging Rs 1700. First I gave him Rs. 700 for Learning License. He himself filled all the forms and did formalities. Remaining amount i have to give on day of permanent license. Really i am too frustrate with this system. Whole system is corrupt from lower officer (clerk) to RTO. In my suggestion there should be written procedure for getting license and a video should be made of driving test so that officer or examiner can not deny just like that for not getting bribe.
