Bribe for getting education certificates validated

I remember, before coming abroad, I had to get all my educational certificates, school to master degree, certified by the central board of education (before being translated into the language of the country I was going to)... and I had to pay more than 5000 INR to get it done!!!! Incredible.... the same in Bombay too.
