Bribe for getting my Property papers

This happened in 1997. My property papers were not ready even after 3 years of filing. Went to Narmada Bhavan to inquire and was told that they had sent several reminders and final notice. Had to pay Rs.10000 with fine.With the help of mediator, the deal was fixed at Rs.3000. Later on after one year, my wife got a temporary job with same department. She witnessed that the initial notices were garbaged and burnt in the evening. Only the final notice was dispatched to the receipient which was for the final amount with interest and fine.
