Bribe for Getting passport

I have Applied my Passport some where around year 2006. It came to the regional passport officer who is supposed to check if the address mentioned in the form and proofs are all correct. He called me up on my cell and asked to come to the local police station. He told everything is correct as per the records. Finally he asked give me 500 rupees for what i have done. I didn't understand first but my colleague who came with me told that it was a bribe that everyone is paying. So I gave him the money thinking "If he is so dared to take bribe in a police station, there is not matter arguing with him"
