I was in Goa on NYE in 2008. Met some friends, we rented a scooter and after a long day three of us couldn't find a rickshaw so we had to all take the scooter home. Its not uncommon for 3 people to ride a scooter in India. An officer stopped us, knowing we were foreigners, asked where we were from. In from the us, my friends were from the UK and Germany. As soon as we told him he said $5,000 rupees each for violating the 2 person maximum on a scooter. We only had about 2,000 between the three of us. He took our money and let us be on our way. My friends had seen corruption before, but not like this and I am sure it shaped their perception of politics and India in general.
