Bribe for an international drivers permit at RTO Koramangala

I was travelling to Boston and my US license had expired (since I had returned to India about 2 years back). I thought I needed to get an International permit. When I approached the officer he told me very calmly that I could get it at the end of the day and would have to pay Rs 1000 extra. Since he was not willing to budge and I did not have time to run around for 10 days I ended up shelling the cash. Later I found that you don't really need an International Drivers Permit in the US as India is signatory to some global accord which means the American authorities are fine with a local drivers license from India.
