Bribe for just getting a survey number

We have purchased a land in Koothapakkam, cuddalore ten years back. We have misplaced the old survey number and we wanted to obtain the new survey number. I then approached the VAO for obtaining the survey number. He asked 500 rupees for that 2 digit number. No way for me other than giving him the bribe.
