We had purchased the flat and had to do Khata Transfer. There were around 70 flats and through a lawyer got the Khata transfer done in March 2008.

They charged 10000 for each flat including the bribes. The official charges were less than 2000 per flat and hence effectively 8000 per flat went to the government officials pocket. This is almost 4 Lakhs in a single transaction for almost 50 flats.
