Bribe for missing red light

I was driving in heavy traffic and the light changed colour mid junction to red. The traffic policeman stopped me. I tried to explain but he wouldn't listen. I said ok, I'll pay the challan, but he then became very friendly and said it's ok. Pay 100 Rs and go. When I said i prefer paying the challan, he got angry and said it is not just red light jumping, he will book me for dangerous driving as well. Rather than create a scene, I just paid the 100 and left without a word. For that matter, I have never paid a challan in Chennai in the last 5 years. Traffic policemen are "ALWAYS" looking for bribes. Yet to ********** one who would not accept it. I wonder why vigilance does not employ plainclothesman to keep this in check.
