Bribe for New Metro Water Connection in Padi

My parents (during my absence) were forced by a metro water engineer (Sethuraman) to pay Rs 500 per family (4 families in our building) for providing new conncetion to our building. Only afetr paying the amount, the valve was fitted in fron of our house. Two weeks later we came to know that the municipality has dropped the project of providing new connections. We were cheated and at the same time have to bribe that person.
