Bribe for No complaint certificate

This happened when i was doing my final year in Engineering. I was about to do project in DRDO and it has asked no complaint certificate from local police station. I was given a sample letter to write and took printout myself from nearest browsing centre.I paid myself for all those prints & browsing charges. Finally the sub inspector agreed to sign with wierd look. Then two of the constables surrounded me and asked for Rs100. Later i told that i have only Rs.40 to go back to my home. Finally they agreed to take Rs.20 as i lied them that i have to take Auto for Rs.20. I didn't get enough sleep that night thinking that even for serving a project to Government one should pay bribe.
