I wanted to convert my book license to smart card and when I went to RTO office in Palghar in district Thane, Iwas told to pay rhe fees of Rs. 260, but to my surprise when I checked the reciept It was about Rs. 160. When I checked the receipt of other people s I figured out that they were taking this extra amount from every one for each receipt they wre issuinf.
