Bribe paid for an exchange of a higher punishment

We were caught as we wrongly drove the bike over the highway, the person was no dressed in official uniform but he hold a walkie talkie kinda phone. First he told us to fill up the form and pay some amount ( I Dont remember but pretty high amount ). As usual, we negotiated and the only note I had in my pocket was 500 bill , so have to leave him paying that bill.
