Bribe paid for getting Driving Licence

No driving test or written test was given by me. Total of around 1200 was paid at different windows in RTO office Ghaziabad. Pathetic office. Why I paid bribe. I didn't wanted the unwanted delay. If the environment in that office was conducive one, I would have loved to get my Licence with due process. I am a law abiding citizen, but I was helpless.
