Bribe paid for obtaining a Khata

Our flat builder was passed the responsiblity of Khata to the owner on the owners, when we approached CMC-Dasarahalli to obtain Khata, they have asked all the owners to apply for Khata which will cost Rs.2000/- * 31. Even they asked us to pay Rs.1000/- by each owner as an advance & the person from CMC has promptly collected it personally by coming at each flat. They never gave khata untill i approached Lokayukta Office which was collected on 03-04-2009 by all flat owners without paying extra *******
