Bribe paid for procurement of Death Certificate

On January 21 2010 i had to pay Rs 100 to an officer in Sumanahalli for procurement of a death certificate.This was against my principles but was forced to pay it.Why pay a bribe for doing his usual services that too for a thing as pristine as death.
