Bribe paid for property registration

While registering a new property at Varthur - Bangalore Registrar office, on last minute a mediator/agent turned up and asked for 15000 INR. He said that already he mentioned this amount to concerned authorities, and the same needs to be shared across different levels of folks. Though I resist at initial stages, didn't work out well. As I had to get the things done on the same day, finally agreed on 14000 INR.
