Bribe paid to regularise sewage connection and get water connect

I tried to get it done without a bribe, but then I was told to get rain water harvesting done even though my site was 30'x40'(Minimum Cost Rs.25000/-). Also asked to get permission for road cutting (Rs.15000/-). I paid a bribe of Rs.4425/- to BWSSB officials and Rs.1000/- to BBMP middle man for road cutting. I also paid Rs.8825 and got receipts. The work was done for Rs.14250/- including bribes. Did I not save a lot by paying a bribe? Is the BBMP right in charging so high for road cutting or the BWSSb for insisting on rain water harvesting.I believe rules are made to favour corruption.
