Bribe paid but still work not done

Electricity bill name change from property builder to buyer name. Builder demanded 5000. Instead approached another agent who demanded 1500. Paid 1500, but name not changed yet. Agent says the authorities accepted 1500 but don't know why not changing in spite of him reminding them. Seems the authorities found that if it had been routed through builder, would have got 3500 extra?
