Bribe paid to the traffic cop for driving a hired vehicle

I was on my way to the Goa airport with family to catch a flight back to Mumbai after a holiday in Goa. As usual, I had hired a car in Goa and had to return it to the travel agent/owner at the airport.
Just before entering the airport a traffic police guy stopped me checked my license, car papers and asked me leave the license. There was NO fine receipt that the guy was writing, he simply wouldn't give my license.
Reason given: I was driving a car that has been offending traffic rules very often!
- Did he have any problems with my driving? NO
- Did I break any traffic rules? NO
- Were the papers correct? YES
- The owner of the vehicle was willing to discuss with the cop who was probably 500 meters away waiting for the vehicle. Was the cop willing to speak to the car/company owner? NO
I had to give him money as i didn't have the time to argue because I had a flight to catch and i had already wasted 20 mins trying to understand the problem.
I have a valid license and i am authorized to drive anywhere in the country! The cop was just harassing tourists! The memorable trip ended with a bad taste. Wonder if there has been any improvement and/or action against such people.
I hope that this triggers the department to act on it.
